Services
Section 28 of the Labour Relations Act (LRA) sets the powers and functions of a bargaining council and they are to:
conclude collective agreements and enforce those collective agreements
- prevent and resolve labour disputes.
- promote and establish education and training schemes
- establish and administer pension, provident, medical aid, sick pay, holiday, and unemployment and training schemes or funds or any similar schemes or funds for the benefit of one or more parties to the BCRCAT or their members
- play a role in the macro economic sphere in the sector by being empowered to develop proposals for submission to NEDLAC on policy and legislation that may affect the sector
- determine by collective agreement the matters, which may not be an issue in dispute for the purpose of a strike or lockout at the workplace
- confer on workplace forums additional matters for consultation
- provide industrial support services within the sector
- extend the services and functions of the bargaining council to workers in the informal sector
ADMINISTRATION :
The following constitute the administrative structures of the BCRCAT:

- General administration of Council
STATUTORY DEPARTMENT :
- Monitoring and enforcement
- Registration of employers
- Complaints section
DISPUTE RESOLUTION DEPARTMENT:
- Dispute resolution center (The Bargaining Council - is acredited by the CCMA to conduct both concilliation and arbitration). It has full-time and partime commissioners and case management officers. It has dispute resolution rules and guidelines on reffering cases as well as refferal forms.
